Thomas Combs, chief financial officer for the Schenectady-based said the mid-year adjustment is necessary for MVP to paythe $26 millionh in new and increased taxea it was hit with in the statd budget and still remain profitable. It had a surplusx of $8.2 million for the firstf quarter, after a net loss of $28 million in all of 2008. The state’ws fiscal 2009-10 budget, passeds in early April, and the deficiy reduction plan enacted in February containedf morethan $700 million in health insurance including an increase in the coveref lives assessment and a new HMO premium tax. Capitakl District Physicians’ Health Plan in Albany counted thesde as contributing factors inthe $4.
3 million net loss it reportedr for the first quarter. It had a surplus of $4.3 millioh in the year-ago period. But Dr. John Bennett, CEO of , said the insurere is “strong enough in other areaws that we will not have to ask peoplee to pony up more money to help uspay [the MVP set its rates for 2009 last with consideration given to trends in both medica and administrative costs. The goal is to achievd a 90-10 ratio, meaning 90 percent of every premium dollar is paid out inmedicalp costs, with 10 cents coveriny administrative costs. Combs said the estimates made last year held up well in thefirstr quarter.
That, plus some corporate belt-tightening and a Marchb rebound in thestock market, allowed MVP to post the $8 millionm surplus. That is double its net incomr in the first quarterof 2008. As a MVP adds any surplus to policyholder With the July rate MVP expects to maintain its profitabilityhthroughout 2009, as long as the investment markets hold steadg and the rate increase does not drive members Combs said. As of the end of MVP’s enrollment stood at 743,000 in upstate New York, Vermont and New Hampshire. That represents an increasde of 43,000 from a year earlier, and contributed to a 15 percenft increasein revenue.
HealthNow New the Buffalo-based parent of of Northeastern New York in also had higher and a 13 percen t increase in revenue compared to ayear ago. Spokeswomanj Karen Merkel-Liberatore attributed a drop in net incomre to losseson investments. CDPHoP also recorded higher of $319 million versus $299.5 million in the firsy quarterof 2008, but Bennett said that was lower than budgeted—in part because of decline in “The main factor was the soft he said. “Many people either droppesd out of health insurance or are buyinyg down tocheaper products. So revenues was less than anticipated.
” Bennett said the soft coupled with the taxes and risingmedicapl costs, all played a part in CDPHP’s $4.3 milliom loss. He noted, however, that the insuree saw some positive trends in the first such as lower utilization of medical and that the loss was actually less than CDPHP expects to break even by the end of the year Bennett said, “would be a big accomplishment in this environment.

The Legislature has designateed that any further funding shortfall this year will be filled by moneuy fromthe state’s undesignated reserve fund and from a one-dag borrowing of other funds to be repaied on July 1.
However, the continued fall of revenues beloq expectations means the six JBC memberd who setthe state’s budget must beginm looking soon at additional ways to scale back expensesz or services in next year’sd fiscal plan, several members “I guess this means we’re not out of the woods yet,” Pommer said. “We’re going to have to prepare for more cuts next year on top ofwhat we’vse already made.” Legislators filled a $1.4 budger shortfall over the past six monthsa by raiding the reservde funds, transferring hundreds of millions of dollars from cash-funderd accounts and cutting about $300 million in services.
As revenueas continue to come inbelow forecast, that talk will beginj again. State sales-tax receipts for May were off by $30 million, a 17.9 perceny drop from last year. My apologies for hurting the economy - Denver Business Journal:

ibitasony.wordpress.com
What’s that? You didn’t know? Well, wake up and behole the awesome power! Well, it’sw not just me. It’s the My colleagues and I are responsible for the sorry stats ofthe economy, don’t you know? At the very we’re standing in the way of recovery. That’ss what I get told almost every Readers, public officials and even the mayor of HizzonerJohn Hickenlooper, tell me they wish the media woulx stop reporting all that bad economic news. Why? Becauss all that bad news is makinfgpeople scared. And you know what happensd when peopleare scared??
They stop spending When they stop spending money, companiew stop making money, lay off peopler and stop paying taxes. Pretty you’ve got a mess. We’v e got a mess, all right. And it’s all my fault, It wasn’t Wall Street bankers — making obscense salaries and dreaming up ridiculous financial schemes that brought down some ofthe nation’ s most respected financial institutions — that caused problem s in the economy. It was the media. It wasn’y Congress, which insisted that banks lend moneu to deadbeats in pursuit of the gloriezs of homeownership (and It was the media.
It wasn’tt crooked mortgage brokers who got stupid people to sign loan documentwsthey didn’t understand. Nor was it the real estat agents who talked them into bigger houses than theycoulds afford. It was the media. Yes, as memberds of the mainstream MEDIA, my colleagues and I are personally responsible for the fortunesof America’s economy. If we woulr only write about something good, everythingt would be better. There’s a lot of good news out there, people tell me. Hey, didn’t we introduce you to the term “greehn shoots”? We all took it down when Ben Bernankesaid it, and then spreade the gospel of green shoots all acrossd this great land of ours.
Green in case you’ve sworn off economic news becauses it’s so negative, are those littlde tendrils of growth on theeconomic vine, curling that soon will grow into strong, sinewy vines, just like in “Jackm and the Beanstalk.” One day, it could be news abouf applications for unemployment compensation. The foreclosures. It all depends on what’s If unemployment is to go upa “lot” in one and it only goes up a “little,” that’s a “greejn shoot” because it’s considere “good” news. Unless you’re unemployed.
